Structure
The City Charter vests all legislative powers of the City to the City Council, which is comprised of the Mayor and five Council representatives who are elected by wards. It is the duty of the Mayor to preside over the meetings of the Council, sign all contracts and other obligations of the City, and, from time to time, give the Council information and recommend ordinances, resolutions and measures as the public welfare may require. The Mayor is responsible for appointing members to advisory boards and commissions and performs other specific responsibilities assigned by the City Charter.
Wards
The City is divided into five wards, with one Councilmember representing each ward. Find out your ward by entering your address into the Ward and Polling Place Map. Contact information for each Councilmember is listed below.
Meetings
The White Bear Lake City Council typically meets on the 2nd and 4th Tuesday of each month at 7 p.m. in City Hall at 4701 Highway 61, White Bear Lake, MN.

Municipal Elections
City of White Bear Lake municipal elections are subject to the City Charter and applicable state laws. Councilmembers are elected through ward-only elections, while the Mayor is elected at-large. Terms are staggered and are four years in length. Councilmembers from Wards 2 and 4 are elected in the same year as the Mayor; Councilmembers from Wards 1, 3, and 5 are elected two years after the mayoral election.
