The License Bureau will be closed Monday, May 27th, 2024 in observance of Memorial Day.
Hours of Operation
Monday / Wednesday / Thursday / Friday: 8:30 a.m. - 5:00 p.m.
Tuesday: 8:30 a.m. - 6:00 p.m.
The White Bear Lake License Bureau offers walk-in service only. We do not provide appointments for any service at this time. Due to increased transaction times and customer volume, customers must be in line 45 minutes prior to close - 4:15 p.m. (M/W/TH/F) and 5:15 p.m. (T).
**Important Note: We do not provide knowledge or road testing or accept reinstatement fees. Please visit the State of Minnesota Driver and Vehicle Services website for more information on these services.
The License Bureau accepts cash, checks and all major credit credits. There is a non-refundable service fee of 2.15% charged for each credit card transaction. Please visit the State of Minnesota DVS website for fees as we do not provide price quotes for any type of transaction via phone or email.

Certain Motor Vehicle and DNR services can be done via the dropbox outside of City Hall. Transactions are processed and mailed to your home, or receive notification when transactions are done and may be picked up in person.
Review the identification requirements for the REAL ID or Enhanced ID and save time filling out forms in the office with the pre-application online. Please allow at least 45 minutes for in-office processing times.

Am I able to take a skill or knowledge exam at the White Bear Lake License Bureau?
Unfortunately, the White Bear Lake License Bureau is not an exam station. Please visit the State of Minnesota's website to search for exam locations near you. For general questions including locations, testing or to schedule a skill or knowledge exam, please call 651-284-1234 or visit the State's website.

Can I renew and/or replace my Driver's License here?
Yes, please visit our office during the following times:
Monday, Wednesday, Thursday or Friday | 8:30 a.m.-5:00 p.m.
Tuesdays | 8:30 a.m. to 6:00 p.m.
REAL and Enhanced licenses are accepted until 5:15 p.m. on Tuesdays, and 4:15 p.m. on the remaining days. You will need to know your social security number and bring any other applicable documents (e.g. court documents for name change, REAL or Enhanced identification documents). We highly suggest that you complete the Pre-Application on the State’s website drive.mn.gov before coming to our office.

Do I need to provide insurance information?
As of January 1st, 2016 you are required to provide your auto insurance company’s name, policy number and expiration date (MM/DD/YYYY) for all registration renewals and title transfers. Trailers and anything registered in the DNR are exempt.
Electronic insurance information is accepted.

Unfortunately, we do not process passports in the White Bear Lake License Bureau or City Hall. Please visit travel.state.gov to find an office near you.

Does the White Bear Lake License Bureau accept reinstatement fees for driver's licenses?
Unfortunately, no. You will need to visit the State of Minnesota's website to locate an office, such as the Arden Hills North Metro Exam Station, that accepts reinstatement fees. You may pay reinstatement fees online in some cases. Visit the State's website for more information and select "Pay Reinstatement Fees" to see if you are eligible to pay online.

How early can I renew my tabs or driver's license/identification card?
You may renew your tabs at any time. You do not need to wait for the renewal notice to arrive or for them to be expired. Just stop into our office with your driver's license or identification card and insurance information.
You may renew your driver's license or identification card up to a year early. We begin renewing licenses for the following year in September of the year prior. For example, if your license is due in July 2024, you may come into our office as early as September 2023 to renew it.
This may be helpful for people who travel out of state in the winter. Stop into our office to get everything taken care of before you leave!

I currently have the REAL ID. Do I need to bring all the identification requirements when I come in to renew?
No, you do not need to bring in all of the required documents when you renew your REAL ID. You only need to provide two proofs of Minnesota residency from the REAL ID Identification Requirements list if you change your address on your driver's license, identification card or permit.

I never received my tab renewal notice. What should I do?
Visit our office during business hours with your driver's license or identification card. We can look the vehicle up as long as you are the owner. If you are not the owner of the vehicle, an authorization form is required giving you permission to pick up the tabs for the vehicle owner. It must include the vehicle information (plate, VIN, year, make), owner's signature and driver's license number. Please provide insurance information for all motor vehicle renewals (trailers exempt).

I requested tabs online or through the mail and have not received them. What should I do?
If you ordered your license tabs online or through the mail and have not yet received them, you may request a duplicate set at no fee within 60 days.
Stop into our office with your driver's license or identification card and plate number or VIN. We can look up the vehicle account and update your address if need be. If it has been more than 60 days, please stop into our office to purchase a duplicate set for $13.50. If plates were required, the fee is $27.50.
You may also visit the State's website, under Vehicle Services, then select More Vehicle Services to request duplicate stickers or plates.

I sold a vehicle. How do I report the sale?
If you are not able to accompany the buyer to a License Bureau to ensure transfer of ownership, please visit the State of Minnesota's website to report the sale online. Before providing the buyer the title, have them complete the information on the bottom tear-off portion of the title (perforated area that states, Seller's Notice of Sale). Tear off that portion and retain for your records even after reporting the sale online. You may also visit our office in person or use our drop box and we can assist you in reporting the sale.

I'm new to Minnesota. Do I need to take a Class D knowledge exam?
As of August 1st, 2023, the Class D knowledge test is waived for all new Minnesota residents 21 years and older and who hold a valid, unexpired out-of-state driver's license. Make sure to bring all required documents. See the attached documents at the bottom of our website for identification requirements for a standard, REAL and Enhanced Minnesota Driver's License.

My title is lost or I never received it. How to I obtain a duplicate title?
If you are the vehicle owner, you may walk into our office during business hours to purchase a duplicate title. The fee is $22.50 and you must provide your driver's license or other form of identification. As long as you are the owner, we will most likely be able to print the title in office and provide you with it. In some instances, such as not being the owner, having a lien removed or an issue on record, we will not be able to print the title in-person. If you recently purchased a vehicle and have not received the title, you may be eligible for a no fee title within six (6) months of issuance.
If you utilize our drop box for a duplicate title, we will order it from the State of Minnesota and it will be mailed to you within 14 business days of processing.
